"To his admirers he was Rashid the Ocean of Notions, as stuffed with cheery stories as the sea was full of glumfish; but to his jealous rivals he was the Shah of Blah." I think "oceans of notions" has to do with the dense meaning and allegory in his tales. "Shah of Blah" has to do with Rashid being the king of nonsense. These people felt that his stories were nothing but silly stories that have nothing to do with reality.

The question is wrong. Haroun is NOT the Shah of Blah, nor is he the Ocean of Notions. That is Rashid, Haroun's father.
