Why would Horatio be a good king of Denmark?

I know it is not a true aspect of the play but say theoretically Horatio had the opportunity to become king why would he make a better king then Fortinbras? Or what attributes does Horatio have that are worthy of being a king?

Horatio is thoughtful and not as obsessive as Hamlet. Still, I don't think he has the disposition to be king. Horatio is more of a loyal follower than a leader. He is not a person that would declare war or end men to their deaths. Horatio would make a wise confidant to a king but not really an effective king.
