what is the point of claudius's discussion of norway

Claudius has sent a letter to Old Norway (young Fortinbras' uncle) to tell him to calm his nephew down. Turns out old uncle didn't know about his Nephew's plans to go against Denmark and got angry at him. In short, if Claudius lets young Fortinbras through Denmark to sack Poland, all will be happy.
