No, in Act III, Scene I, Claudius is making plans to find out if love for Ophelia is at the root of Hamlet's madness. After Claudius and Polonius spy on Hamlet from behind the curtain, Claudius king states that he does not believe that Hamlet is mad because of his foiled love for Ophelia, or really mad at all, but tormented for some hidden reason.
