Hamlet thinks Polonius is a dithering old fool. He continually goads Polonius into sounding like a fool. Polonius thinks he is adept in manipulating and eavesdropping on Hamlet but Hamlet is always a step ahead of him. Consider Hamlet's attempt (act 3 sc 2) at making Polonius sound like a clueless fool,

HAMLET
Do you see yonder cloud that's almost in shape of a camel?

LORD POLONIUS
By the mass, and 'tis like a camel, indeed.

HAMLET
Methinks it is like a weasel.

LORD POLONIUS
It is backed like a weasel.

HAMLET
Or like a whale?

LORD POLONIUS
Very like a whale.
