The Lilliputians represented a specific civilization. Gulliver was a giant compared to these very small (six inch) people. When Gulliver was discovered he was bound because they were afraid of him. Once they realized he was harmless, he was set free. The people of Lilliput turn on Gulliver after he puts out a fire in the palace (he urinates on it). This upsets the Queen.
