Why was Gulliver planning to leave Laputa? How did he succeed?

Gulliver finds Laputa terribly boring because the people there are all much more intelligent than he is. He has a hard time conversing with them and is generally ignored. He petitions the King of Laputa to go down to Balnibarbi, and his request is granted.
