why is the phrase "say the thing which was not" so important?

Gulliver and Master Horse have a lot of in depth conversations. Human nature confounds Master Horse and Guliver has a tough time explaining it to him. Master Horse does not fully understand the human trait of lying so he uses the closest thing he can think of in Houyhnhnm society, "the thing which is not"
