why do you think Swift begins his story with so many mundane details about Gulliver's background and in so matter-of-fact a tone?

Swift's satire makes fun of the "travel narratives" of the day; the more mundane and matter-of-fact details make fun of the typical narrators of such travel stories.  Gulliver is supposed to be just like anyone else, that is until he gets in his first "land."
