The King of Brobdingnag thinks that Gulliver is a mechanical toy. He thinks that this toy has been designed to parrot the story he gives. The King summons three scholars to examine Gulliver. The scholars decide that Gulliver is an "lusus naturae" or "freak of nature". THe King decides that Gulliver is telling the truth.
