Quite a few things. I think the central idea revolves around conquering the Blefuscians. He wants Gulliver to drag their ships, take prisoners and subject them as slaves for the emperor. I can't write an essay for you but basically the emperor is using Gulliver as a weapon to achieve his own ends.
