Both sides want to use Gulliver for their own purposes. Lilliput treats Gulliver as a novelty and for entertainment while the Blefuscudians respect Gulliver for the services he has rendered. They refuse to return him to Lilliput for the same reason, and they even ask him to stay. Gulliver, of course, insists upon going home, which is actually a relief to the emperor.
