Gulliver has been allowed to move about at the end of his chain and to retire into his small house. He is brought food and generally is comfortable. The emperor provides strong guard to defend Gulliver from citizens shooting arrows at him. The horses were to be exercised in Gulliver's sight to become accustomed to him.
