Pip was one of the tools Miss. Havisham used to teach or allow Estella to practice the lessons she needed her to learn. Havisham knew that Pip would be smitten, and she expected him to be a practice target in her revenge against man. As for Pip being chained to the forge as a form of revenge..... I don't think so. She didn't care what happened to him and was simply done with him.
