Miss Havisham is not the same throughout the novel, so it's difficult to give one specific answer to this question. However, she is definitely intent upon arousing fear and reluctance in other people--especially if she suspects that those other people can potentially harm Estella. This changes at the end of the story when Miss Havisham apologizes to Pip for causing him so much pain.
