Walton is the story's narrator and a parallel of Victor's own character. Victor's story is told through the eyes of someone very like himself........ they would have been kndred spirits had they met previously. Walton's narrative allows us to see Victor's inner thoughts from the perspective of looking back. This is why the author chose to begin the story in this way.
