At this point the monster is ruining Victor's family. In Ch 7, Victor gets a letter from his father stating that his youngest brother William has been murdered. Deep down Victor knows that the monster has something to do with it. Still, Justine, the family's adopted girl, is blamed and is executed. Victor did not speak up for her out of fear he would be labelled insane. Consequently Victor is wracked more with guilt than he ever was before.
