His imperfect body is what Victor flees from once he realizes what he has created.  There is no quetion that the Monster must be imperfect in his character since his body is less than perfect.  When he is cast off by his creator and he must learn by observing others, we know he will not be able to fully become a round character since the hatred he builds up for Victor will ultimately impact his world view and his desire for revenge and killing.
