No, the creature is not inherently evil. This is really a story about the cruelty of human nature, Victor's nature and all who come in contact with the creature. Any attempt the creature makes for companionship is met with violence and hatred. It is people who make the creature into what he becomes. The real ugliness is not his appearance rather than how humanity turns the creatures soul into desperation and darkness.
