why did jefferson and madison believe adams and the federalists were capturing the government from the american people?

Adams and the other members of the Federalist Party believed themselves to be the government. Jefferson and Madison believed this to be too much like the monarchy they's fought against and supported a government which respected its citizens and which would act wisely and frugally.
