Who did the founding fathers blame of starting slavery?

I don't see a general consensus as to who "started" slavery, but Jackson, during the arguments made a direct statement as to the pro-slavery stance cited in several passages of the Bible. Note, William Loughton Smith, then stated that he preferred to leave the interpretation of God's will to others, but that he agreed certain economic pursuits were dependent upon slave labor.
