On page 98, how does Ellis describe the sacred compact?

Ellis describes the sacred compact as an understanding that the issue of slavery could not be remedied at that time. Slavery had been "established" and allowed to co-exist alongside Jefferson's self-evident truth..... and at that time, they believed that "the southern states must be left to themselves on this subject".
