How does Robertson Davies establish the voice of Milo so that it sounds convincingly in character?

Milo is a blathering idiot. He knows all the town gossip but doesn't seem to have a substantial thought in his head. Milo sounds like a small town boy who never really matures. He likes to gossip and tell dirty stories. His whole world will remain within small town Deptford boarders.
