Why does Papa object to Jeanne’s being elected carnival queen? What is the compromise they eventually reach?

Papa was furious that Jeanne competed. He didn't approve of her clothing, he spoke out about immodestly and walking in a way that attracted attention. He alluded that her behavior would make it impossible for her to ever marry a Japanese man. The compromise they finally reach requires Jeanne to begin odori lessons at the Buddhist church as soon as school let out. Jeanne agreed but only attended ten lessons.
