Farewell to Manzanar

In what sense is the image of the old woman walking her dogs a metaphor for the illusion that the life at the camp is like a typical American town?3

Things seem better at the camp. The Wakatsuki family is moved to Block 28 near an old pear orchard. The barrack is twice the size of their old one. They have ceilings and linoleum. They are allowed out of the fence. There is a sense of normality to their camp that gives the illusion of a small American town.
