Why is Captain Beatty the antagonist?

Other than he went against the things that he did, what else is there?

Beatty represents the institution. He is a cheerleader for the state who understands the beauty of the written word. Beatty is a paradox at war with himself. He, however, has enough anger in him to burn old ladies and go after Montag.
