Why do Mildred's friends have children?

Although the government is concerned with superficiality and general ignorance as precepts for their society, they still need children to populate the species.

Mildred's friends, like Mrs. Bowles , have children but don't know the first thing about parenting. The state seems to mould them into what they want while leaving the parent-child relationship vapid and negative.
