What does Montag mean when he says, "We never burned right"?

Montag means that they never burned the right things. Instead of books, they should have been burning the vacuous superficial world down. They should have been burning the parlors with the big screens; they should have been burning the people in charge of creating this sick world. Montag is informing Beatty that he finally sees the use of fire.
