how does the phoenix symbol tie into the end of the novel?

Granger uses the symbol of the phoenix as a comparison to mankind after the city is bombed. He knows that he and the rest of the survivors, like the phoenix, will rise again from the ashes and start anew. The difference between the phoenix and mankind however, is the ability for mankind to learn from his mistakes, something the phoenix was never able to do.
