does montag recover quality information, the leisure to digest it, and freedom to act on what they've learned in is society

He has not totally recovered them by the book's end but we hope he is on his way. By the end of the book, Montag is sitting around a campfire with hobo intellectuals reciting the Bible. This affords a bit of leisure but hardly what Faber imagines. With the world drastically about to change I think Faber's three elements certainly become possible.
