What does Oskar meant when he said I was surprised How INCREDIBLY empty it was. I felt like I was looking into the dictionary definition of emptiness

In context, Oskar is referring to the loss of his father, and ultimately, his innocence. Oskar's security is gone... he is filled with terror, and he grapple with ways to insure his own safety in the aftermath of terror.
