What does Miguel mean when he says he was a second-class citizen in Mexico (page 222,chapter 13)

Miguel declares that he was a second-class citizen in Mexico because no matter how hard he worked to improve his life he'd still be forced to live within his class (servant). Class distinctions were definitive in Mexico, whereas, the United States provided opportunity.
