Why does Peter compare himself to Hitler? What does he say is different about he and Hitler?

Peter essentially wants to rule the world, he wants to produce a unified world of "peace" for him to rule. Of course, like Hitler, "peace" would effictively be run oligarchy run by him. I think the difference lies in the fact that Hitler failed to achieve his goal.
