Who is the "Speaker for the Dead"?

I think it's around chapter 15 or 16, the scene is so where around midway and a half way through the novel. It's for school and its due on Monday, I'm pressed for time and in gathering all the resources I can. So help me or not, there's other sources on the Internet, I'm just tryna make this easy for me as possible.
