Should ender re-populate another planet with the buggers? What might be the future ramifications?

Yes, the "living" queen should be able to re-populate. Lack of communication and understanding shouldn't play a part in the destruction of a civilization, and Ender would never have played the game had he known it was real. His guilt will certainly have him doing whatever he can to make up for his part in the Buggers decimation.
