For what was Graff acquitted? How?

Graff is put on trial for the deaths of Stilson and Bonzo. Graff uses the "I did what I had to do defence". Because everybody is so happy with the war's outcome the court figures Stilson and Bonzo were just collateral damage and acquit Graff.
