Why did stevenson make Utterson so boring

is he trying to help unfold the story in a rational way

I think that you are correct. He wanted to make Utterson as rational as possible. Much of the story is described to the narrator via Utterson. The story is, of course, rather unbelievable hence a "boring" pragmatic manner gives Utterson, and the story, credibility.
