What country developed the empathy test? What country developed it in the movie?

Russia developed the Empathy Test. In Blade Runner, we are never told where it was developed. The whole Russia thing isn't in the movie. We know the Tyrell corporation didn't because Tyrell himself asks questions about it and wants to see it work.
