The author, Veronica Roth, opens the chapter with the mirror anecdote to immediately illustrate the difference between the real world, as opposed to the novel. It is difficult for us to imagine only being allowed to look in a mirror a few times a year. Thus, Roth immediately establishes a balanced tone between fantasy and coming-of-age.
