According to the GradeSaver summary, Tocqueville marks the following as problems with democracy: "a disproportionately high portion of power in the legislative branch, an abuse of or lack of love for freedom, an excessive drive for equality, individualism, and materialism." What he means is that individuals are perhaps too empowered at times and distrust the mechanism of government. As such, the executive branch (President) has to struggle to help the people, because they distrust anything that will infringe upon their individuality, even if that thing is in the long run good for them.
