i just wondering how american government that came from election(in that time) solve their people problem such as majority tyranny , racism etc.

I'm not sure I understand your question. Obviously, racism was not solved at the time Democracy in America was written..... America still participated in the slave trade at the time. Elections, were of ocurse, meant to eliminate tyranny. As to the "citizen problem", I do not know what you mean.
