how does the welton academy act as a mediator (middle person) in relationship between parents and students?

The academy is in loco parentis for the children. They have resident men, often teachers at the school, who live on sight. These men ensure rules are being followed and deal out discipline. Really they are not nurturing parents, they only keep order.
