How and Why does Henry James write his sentences as if they can be paragraphs on their own?

I did a short paper on a topic similar to this in college about James' extensive use of modifiers. Realizing that James is a master of perception, one reason that he used such elaborate, image and modifier rich sentences is so that he controls the perception on the part of the reader.
