Why does the protester not want Kumalo and Msimangu to get on the bus?

Msimangu and Kumalo set off to take the bus over to Alexandra, but on the way a man stops them to persuade them not to take the bus, for there is a boycott until the price of bus fare is brought down to four-pence again.
