THe speaker is addresses all people of colour. The very last stanza addresses blacks in particular,

ALL of you-

you proper Blacks,

you half-Blacks,

you wish-I-weren’t Blacks,

Niggeroes and Niggerenes.

The Speaker is trying to install a sense of unity and pride. The speaker acknowledges that blacks have been conditioned to feel inferior to whites but they need to unite and see the beauty in themselves.
