What made Aegeon land at Ephesus? What danger did he face there?

Egeon is searching for his lost son, who had disappeared during a storm while onboard ship with Egeon as an infant. It is dangerous for him to be in Ephesus because a law has been put into place that citizens of rival cities are forbidden access to the city. Punishment is death or the payment of one thousand marks...... money that Egeon does not have.
