The Japanese made use of carrier-borne bombers, they followed the theory that they had to strike first and by surprise, which included the complete annihilation of the enemy. Their offense was based entirely upon this theory; their strategy included four steps; engagement, quick and thorough attack, deliberate attack, and pursuit of the enemy.
