I want to understand freud In reference to his civilization and discontents essay

In a way i agree with Freud that humans have to give up their sexual tendencies to make a stable functioning society. If the sexual tendencies of men were to run rampant it would somehow be like Sodom and Gomorah. My question is is he saying sexuality is overall a bad thing. Sexuality is needed to make the people in the society. Is Freud saying sexuality should be suppressed? if so why?
