Why is it difficult for the law to create justice? How can conscience help create justice?

I think Justice iois an emotional reaction or satisfaction that a wrong has been addressed adequately. This, however, can mean different things to different people. The laws purpose, among other things, is to find some sort of common consensus among reasonable outcomes. So while the law looks for reason, a conscience establishes the emotional impact of the crime for all parties involved.
