Why did Spin fight with Joe and billee?

Perrault brings two more dogs to the team. Of course Spitz has to test them. Billee, a good-natured dog, submits to Spitz right away. Joe, however, is ill tempered and snaps back at Spitz. Spitz leaves Joe alone.
